Always Allow : If you select this option this means you have permitted your device to download any size of apps with Mobile Data or Cellular Data for your iPhone & iPad.

Ask if Over 200 MB : if you select this option this means you have permitted your device to ask if the apps over 200 MB and connected with mobile data . So if any apps is over 200 MB it will ask you a Permission with a Popup for proceed download or cancel download . you can choose whatever you want .
